In 1970, the federal government enacted the National Environmental Policy Act (NEPA) to implement an environmental review process for federal or federally funded projects. That same year, shortly after NEPA was implemented, the California Environmental Quality Act (CEQA) was established to define procedures for environmental review and impact analysis of projects that need approval by local or state agencies. Both laws require that the potential environmental impacts of a proposed project be assessed, quantified, disclosed, minimized, and eliminated whenever possible. |

SMUD To help SMUD comply with CEQA Guidelines, Burleson has completed more than ten Initial Studies/Mitigated Negative Declarations. Our CEQA studies analyze resource areas required by Appendix G of the CEQA Environmental Checklist, including air quality, aesthetics, biological resources, cultural resources, geology & soils, greenhouse gas emissions, hazards & hazardous materials, hydrology & water quality, land use & planning, noise, and transportation/traffic. For large projects or those with more impacts, CEQA requires the preparation of an analysis under an environmental impact report (EIR). Burleson recently completed an EIR for SMUD’s East Campus Operations Center in Sacramento County that involved coordination with Caltrans and the Sacramento County Department of Transportation for traffic issues, the Sacramento Metropolitan Air Quality Management District (SMAQMD) for air quality and greenhouse gas emissions, and a floodplain study because the project will be constructed in a county-mapped flood zone area. |
